Minecraft resouce packs not downloading on server

When you join a lobby that requires a resource pack and it says "Attempting to send you the resource pack", but you never end up downloading the resource pack. Click "Edit" in the bottom left hand corner. Enabled will automatically download the resource packs when you join a lobby and Prompt will ask you before the download begins.
